Carlton Neighbourhood Development Plan
Carlton Parish Council took the decision to produce a Neighbourhood Development Plan which was agreed and approved at the meeting on 26th March 2024 (Minute Ref: 137.3), in response to the Government’s publication of the Localism Bill. The Localism Act 2011 introduced statutory Neighbourhood Planning in England. It enables communities, such as ourselves, to draw up a Neighbourhood Development Plan for our area and is intended to give the village more of a say in the development of our local area (within certain limits and parameters). The Neighbourhood Development Plan will be informed by local opinions on relevant planning matters, e.g. protection, provision, and location of services and facilities, housing allocations, social housing, design of development, the natural/rural environment, countryside, and amenity space, protection and conservation of built heritage, and infrastructure improvements.
In order to produce this plan the Parish Council has established a Neighbourhood Development Plan Working Group to oversee a process that will result in the preparation of a draft Plan which, in the future, will be put to a public referendum. Terms of Reference for the Working Group, and the Statement of Community Involvement were approved by the Parish Council on 24th September 2024, and are available to view below. The Minutes of the first meeting of the Working Group, held on 3rd September 2024 were approved at the Parish Council meeting held on 26th September 2024, and are available to view below.
The Working Group meet regularly, approximately every two months, which are open to the public. The meeting Agendas and Minutes are available on the Meetings section of the website. Completion of the Neighbourhood Development Plan for Carlton is estimated to take up to three years, and runs alongside the North Yorkshire Council’s Local Plan.
The Parish Council will be the body that formally submits the Neighbourhood Plan to North Yorkshire Council.
The Government have unfortunately ceased the availability of funding to Councils for assisting the financial burden of producing the document. Carlton Parish Council have agreed to continue with the Plan to completion and will gather external funding where possible, and budget for 2026-2026 accordingly.

Surveys
From time to time we may have surveys for members of the village to complete.
The current survey is a Housing Survey; you will receive a booklet form survey through your letterbox in the next week or so. Explanation and return instructions are included in the booklet. You can complete that paper copy, request more copies, complete via the QR code on the booklet. You can mail your completed survey to the clerk at Low Farm Barn, Camela Lane, Camblesforth, North Yorkshire. YO88HA or drop it off at the Co-operative store, Londis store, or Beechtree Surgery, all in Carlton.
